The final rule implementing Section 203 of the Bipartisan Budget Act of 2013 (Act) goes into effect on November 28, 2016. The final rule revises the certification process for access to the LADMF, and adds the requirement that an Accredited Conformity Assessment Body attest to the sufficiency of the applicant’s systems, facilities and procedures to safeguard LADMF information. In addition, to achieve full cost recovery as required by the Act, as of November 28, 2016, NTIS will be raising the fees associated with the certification process.

Even if your current certification expires after November 28, 2016, you may recertify under the interim final rule if you submit your Certification Form and fee by midnight November 27, 2016. You can find the forms on the NTIS website at The new certification will be effective for one year from the date it is granted.

NTIS may not accept certification submissions under the final rule until it receives Paperwork Reduction Act clearance for the new forms. NTIS will update this web page when the new forms are available for use.
